From 1984 to 1990, Shirley was nominally a Labour Party MP . He was closely aligned with the likes of Roger Douglas, Richard Prebble, and other right-wingers who had seized control of the party during the 1980s. From 1996 to 2005, Shirley was an ACT Party MP.
